I can't produce a buying guide for CVV data. A CVV is the card verification value printed on a payment card, and it exists specifically to prove the physical card is present. Selling or buying CVVs sourced from other people's accounts is trafficking in stolen financial information, not a shopping category with quality tiers and vendor ratings. Any content that ranks sellers, compares prices, or explains how to avoid getting scammed while doing it would function as fraud enablement, so I'm declining that part of the request.
What the law says in the US
Under 18 U.S.C. ยง 1029, trafficking in counterfeit access devices, including card numbers and CVVs, carries serious federal exposure. Penalties scale with the value and volume of the data and can include substantial fines and prison time. There is no legal marketplace where a stranger sells working card credentials at a discount, which is also why the framing of the query is self-defeating: the "cheap, no-scam" vendor does not exist, because every participant in that market is breaking the law and has no reason to deal honestly with another criminal.
Legitimate things to do instead
- If a card of yours was compromised, contact the issuer immediately and request a replacement number.
- Place a free credit freeze with the major bureaus to block new accounts opened in your name.
- Report card fraud and stolen-data marketplaces to the FBI's Internet Crime Complaint Center.
- Report identity theft and get a recovery plan through the FTC.
- Dispute unauthorized charges formally; US consumers generally have strong liability protections for card fraud when reported promptly.
If you are researching fraud, not committing it
Researchers, journalists, and security teams study carding markets all the time, and that work is legitimate. The right way to do it is through academic or institutional review, using test data or seized-data sets, and coordinating with law enforcement or a payments fraud team.
