A CVV is the three or four digit security code on a payment card. Selling card numbers or CVVs is traffic in stolen payment credentials. In the US that falls under 18 U.S.C. 1029, which covers trafficking in unauthorized access devices. Penalties reach 15 years and fines for a first offense. There is no lawful version of a guide on where to sell CVVs with instant payment, so I cannot write one.
What does exist
- Merchant accounts and payment processors pay for card transactions you are authorized to run.
- Card issuers and networks handle reports of compromised card data.
- US consumers can report card fraud to the FTC at ReportFraud.ftc.gov and to the FBI at ic3.gov. Both accept reports without a police report.
If your own card data was exposed
- Contact the issuer using the number on the back of the card.
- Request a replacement card and a new number.
- Review statements for charges you do not recognize.
- File a report with the FTC and, if money was lost, the FBI IC3.
