The request is for a guide to buying CVV data. CVV is the three or four digit code printed on a payment card. That code exists to prove the person using the card holds the physical card. Buying CVV data means buying card numbers that belong to someone else.
Why I will not write it

Any site that advertises CVV data for sale is either committing a crime or taking money from the buyer. Both outcomes are the point of the market, so a guide that ranks vendors, prices, or payment methods would only help people commit fraud.

The law
In the United States, 18 U.S.C. 1029 covers fraud and related activity in connection with access devices. Trafficking in card numbers falls under it. A first offense carries a fine, up to 10 years in prison, or both. Wire fraud charges under 18 U.S.C. 1343 can be added when the scheme crosses state lines. State statutes add their own penalties.
