What a CVV is
A CVV is the three or four digit code on a payment card. Card networks use it as one check that the card is present during an online transaction. When a site offers CVVs for sale, the codes belong to cards issued to other people. The seller does not own the card and holds no permission from the cardholder.
No licensed market exists
Banks, card networks, and payment processors do not sell CVV codes in bulk. A shop that advertises fresh or verified codes sells either data taken from a victim or a string that a seller generated to look real. How the scams work

- Exit scam. A shop builds order history, takes a large run of orders, then closes.
- Buyer exposure. The buyer hands contact details and wallet addresses to people who commit fraud.
Legal position in the United States
18 U.S.C. 1029 covers fraud and related activity in connection with access devices. Trafficking in a card number or CVV with intent to defraud carries a prison term of up to 10 years for a first offense, with higher maximums for repeat or aggravated cases. A buyer who uses a code to obtain goods commits the same class of offense as the seller. States add their own charges for identity theft and unauthorized use of a payment card.

Cost to cardholders
The cardholder disputes the charge, the issuer reverses it, and the merchant or the issuer absorbs the loss. Issuers pass fraud costs back through fees. The cardholder spends time on a replacement card and on checking other accounts for charges.
What to do instead
If the goal is to test a checkout, every major processor publishes sandbox card numbers that work in test mode. If the goal is to accept payments, use a registered merchant account. If you find a site that sells CVVs, report it to the FBI Internet Crime Complaint Center or the Federal Trade Commission.
