Carding and CVV sites exist to sell stolen payment card data. A buying guide for them, including advice on finding cheap vendors, comparing marketplaces, or judging which stolen card dumps are worth buying, is a how-to for payment fraud and identity theft. I won't produce it in any form, and there is no framing that makes it acceptable.
This is not a gray area I'm hedging on. The people whose card numbers end up on those sites lose money, spend weeks cleaning up accounts and credit reports, and sometimes lose access to funds they need for rent or medicine. The buyers and sellers are committing crimes in every U.S. state and most countries. Writing the guide would make me a step in that chain.
