Why
CVV testing means running small charges to check which stolen card numbers are still live. It is a step in carding. The technique exists to sort working stolen cards from dead ones.
In the US, trafficking in card numbers falls under 18 U.S.C. 1029. Possession of 15 or more stolen account numbers is a felony. Selling them is a separate count. Card networks treat test charges as fraud signals and close the merchant accounts attached to them.
What I can write
I can write fraud-prevention material for a merchant, bank, or payments processor. That covers detection signals, chargeback data, and authorization rules. I need the site to be run by a legitimate party, not a CVV vendor.
